Luxon's referendum surprise leaves his own team in the dark

Prime Minister Christopher Luxon told Newstalk ZB on 6 August he wants a vote on whether to change New Zealand's voting system, if he's re-elected. Nobody in his party or coalition was told first. His campaign chair called it just a radio comment, not policy. The minister who'd handle the law wouldn't say if he knew.
