ACT's Seymour proposes lifting medicines spending to 12% of health budget — without government agreement

ACT leader David Seymour wants New Zealand to spend 12% of its health budget on medicines by 2033, up from 4.9% now. The OECD average is 13.3%. Seymour oversees Pharmac, the agency that buys medicines for the public. He didn't ask his coalition partners before releasing the idea, so it isn't official government policy.
