ACT's Seymour proposes lifting Pharmac to 12% of health budget by 2033 — without coalition sign-off

ACT leader David Seymour, who holds ministerial responsibility for Pharmac, has proposed raising Pharmac's share of the health budget by one percentage point a year to 12% by 2033. New Zealand currently spends 4.9% on medicines against an OECD average of 13.3%. Seymour did not pitch the policy to coalition partners before releasing it, so it carries no automatic government weight.
