Thomson Reuters Sold ICE a Tracking Tool It Publicly Calls "Not Surveillance"

A document obtained by 404 Media shows Thomson Reuters told ICE its CLEAR database can watch millions of people continuously by combining property records, social media, and location data. The company publicly says its tools aren't surveillance. The deal, worth US$125 million and renewed in 2026, started in 2015.
