Thomson Reuters told ICE its CLEAR database enables "continuous monitoring" of millions — contradicting the company's public denial that its tools are surveillance
A procurement document obtained by 404 Media states Thomson Reuters told ICE it is the only company allowing "continuous monitoring" of millions through its CLEAR database, which aggregates property records, social media, and geolocation data. Thomson Reuters publicly maintains its "investigative solutions are not surveillance tools." The US$125 million sole-source contract, renewed in 2026, dates to 2015.
