Homeless people moving out of central Auckland over new police powers bill

People sleeping on Auckland's streets are moving to outer suburbs because of a government bill being debated in Parliament. The bill would let police tell people to leave certain public areas, including rough sleepers. The moves are happening before the bill has even been approved.
