Rough sleepers shifting out of Auckland CBD before move-on orders bill passes

Rough sleepers are moving from Auckland's central city to neighbouring suburbs because of fears about the government's proposed move-on orders legislation, according to Lifewise, the social service provider working with homeless populations. The shift is occurring before the Summary Offences (Move-on Orders) Amendment Bill has passed Parliament. The bill would give police new powers to order people to leave specified public areas, with rough sleeping explicitly listed as disorderly behaviour.
