Fewer families getting fuel payment than promised

The government said 157,000 families would get its weekly fuel payment when it started in April. Inland Revenue figures show only about 95,000 families are getting it each week. The Finance Minister says the payment rules, not lack of interest, explain why fewer families qualify.
