Report says teacher Timothy Fisher should have been removed in 2015

The Teaching Council, which decides who can teach, should have removed Timothy Fisher in 2015, a 127-page report by Katherine Anderson KC says. Fisher had told it about 2002 indecency convictions kept hidden by clean slate privacy rules. He was later jailed for four years and five months for child sex offences.
