U.S. officials spent democracy fund money before it ran out

The State Department promised $176.9 million from its human rights and democracy fund to 43 groups on Sept. 30, 2026, hours before the money would have disappeared, a source close to the talks said, even though lawmakers asked it to wait. Congress had set aside $205 million. The administration supported the choices, which critics say help right-wing and conservative causes.
