New US-Iran Deal Plan Would Use International Court to Enforce Promises

The US and Iran signed a memo on June 18 to get the UN to approve their final deal within 60 days. UN approval would let the world legally punish either side if they break the rules—not just through political pressure. The 2015 deal had no such power. But two countries, China and Russia, can block it.
