US-Iran Deal Would Bind Non-Compliance to International Law, Not Just Politics

The US-Iran memorandum signed June 18 commits both parties to seek UN Security Council endorsement of any final agreement within 60 days. A UNSC-backed resolution carrying Chapter VII weight would make non-compliance enforceable through international law rather than bilateral pressure alone. This provision distinguishes the MOU from the 2015 JCPOA, which lacked such standing. However, permanent members China and Russia retain veto power—their acquiescence remains uncertain.
