Winston Peters says nuclear-free rule had costs

Outgoing Foreign Minister Winston Peters gave his last speech to the New Zealand Institute of International Affairs at Parliament, RNZ reported. He said New Zealand's nuclear-free rule, which keeps out ships with nuclear weapons or power, did bring costs.
