Europe invites Canada to be a close partner

Ursula von der Leyen, head of the European Union's executive, invited Canada to join as an associate member, like a partner, not a full member, in her State of the Union speech in Strasbourg on Wednesday. Prime Minister Mark Carney spoke to the EU parliament there on Thursday, urging a broad alliance. He says Canada will choose its own partners.
