NATO leader says Britain must spend more on defence each year

Mark Rutte, head of NATO, the alliance of Western allies, says Britain must raise its military budget a little each year to reach 3.5% of national income by 2035, like climbing stairs rather than jumping in 2034. He spoke after meeting Prime Minister Andy Burnham and top officials, as current plans stop at 2.7%.
