National may break up supermarket owner if shoppers benefit

National says if voters choose it again, it would make a law to split Foodstuffs into two fully separate supermarket owners — one running Pak'nSave, the other running New World and Four Square. It would do this only if the Commerce Commission, the watchdog that checks markets are fair, says shoppers would benefit.
