Top U.S. Court Stops New Rules for Voting by Mail

The nation's highest court on Monday stopped President Donald Trump's plan to make voting by mail harder in this year's midterms, the vote for Congress. States would have had to remake mail-ballot envelopes and send voter lists to the post office. Officials said too little time remained. Trump was angry; California Gov. Gavin Newsom was pleased.
