Minister criticises department, then asks it to fix the problem

Internal Affairs Minister Brooke van Velden told Parliament she was shocked the Department of Internal Affairs didn't properly check on Fire and Emergency New Zealand. The same day, she ordered a major overhaul of how the fire service is funded. The department now has to do the reform work—even though the minister just publicly said it had failed to do its job properly before.
