France Says Sorry to U.S. So Its New Envoy Can Start

France said Sept. 13 it is sorry for an online post criticizing America's record on people's basic rights. France hopes saying sorry will lead the U.S. to accept its new top representative in Washington. The post had faulted a U.S. vote among all countries at the United Nations against keeping the U.N.'s top rights official longer.
