PM moves to stop PC Harper's killers leaving prison early

The BBC reports that Prime Minister Andy Burnham has told Justice Secretary Alex Norris to stop Jessie Cole and Albert Bowers — jailed for 13 years over the death of PC Andrew Harper — being released early to ease prison crowding. Downing Street had said individual cases could not be singled out. How this can be done legally is unclear.
