Burnham reverses stance, tells Justice Secretary to exclude PC Harper's killers from early release scheme

The BBC reports that Prime Minister Andy Burnham has instructed Justice Secretary Alex Norris to find a way to exclude Jessie Cole and Albert Bowers — sentenced to 13 years for the manslaughter of PC Andrew Harper — from the early release scheme for overcrowded prisons. Downing Street had earlier said individual manslaughter cases could not be carved out. The legal mechanism remains unclear.
