Senate Passes 86-11 Russia Sanctions Bill Targeting China and India, Heads to House

The Senate voted 86-11 on August 7, 2026, to pass the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. The bill would impose tariffs of up to 100% on imports from the top five buyers of Russian oil and gas, including China and India, and sanction Russian leaders. The bill, named for the late Sen.
