Victoria's IBAC finds "serious and concerning" conduct by Andrews government in secret firefighters union deal

IBAC tabled its Operation Richmond report in Victoria's parliament on 5 August 2026, finding senior figures in the former Andrews government struck an "undisclosed deal" giving UFU secretary Peter Marshall "privileged access" and "extraordinary influence" over CFA and MFB enterprise bargaining. The watchdog found no individual engaged in corrupt conduct. The UFU spent years in court, including a High Court challenge, to block the report's release.
