UK to hand English regional mayors a share of income tax from 2028

On July 31, 2026, UK Prime Minister Andy Burnham unveiled a plan giving English regional mayors a share of income tax receipts from 2028 and business rates from April 2027, replacing central grants. Mayors gain borrowing powers and control over housing and transport. The government calls it "the biggest transfer of power from Westminster in a generation." Details follow in the autumn 2026 budget.
