Burnham floats abolishing inheritance tax to fund social care reform

Andy Burnham told BBC News he is open to abolishing inheritance tax entirely, replacing it with taxing "the wealthy properly while they are alive." The Greater Manchester mayor previously proposed a 10% levy on all estates to fund social care in England, which he describes as "broken." Around two million older people there have unmet care needs.
