Google is launching a suspicious-site tier in Chrome for pages with phishing, malware or scam-like qualities. The lower-confidence verdict, indicating possible risk, appears as a pop-up on desktop and mobile over a darkened page with a "Mark as safe" option, sitting between no warning and full dangerous-site blocks.
