ICE Officer Shoots Man in Neck in Manhattan With Child in Car

An ICE officer shot 28-year-old Oscar Belgal in the neck Thursday around 4 p.m. at 225th Street and Marble Hill Avenue in Manhattan's Marble Hill neighborhood. Belgal's child was in the back seat. Agents fired seven rounds; Belgal survived and was hospitalized. Homeland Security Secretary Markwayne Mullin said officers did not know a child was in the car.
