Kyiv Mayor Vitali Klitschko said Oct. 2 the capital is in a "very dramatic situation" after Russian strikes leading up to Oct. 2 hit offices, a school, hospital, bridge and power plant, leaving neighborhoods without power and water. He said, "The enemy is tearing Kyiv apart." I expect civilian pressure to leave will shape defense planning.
