Commons begins debate on Bill C-39 major-projects bill

The House of Commons began second-reading debate Wednesday on Bill C-39, the Building Canada Strong Act, introduced Monday after the summer recess. Prime Minister Mark Carney calls it the most consequential economic legislation of this Parliament, saying it would condense major-project approvals so companies receive a decision within a year.
