Norway Shifts to Legal Settlement Trade Ban, Abandoning Facilitator Role

Norway's government sent a draft bill to public consultation on 19 June 2026 that would prohibit its citizens and companies from importing or exporting goods to and from Israeli settlements in occupied Palestinian territories. The proposal translates October 2024 non-binding guidance into enforceable law. The move marks a departure from Norway's historical posture as a facilitator in Israeli-Palestinian diplomacy—the country co-sponsored the 1993 Oslo Accords. If passed, it would make Norway one of few states with statutory settlement trade restrictions.
