Microsoft AI chief Mustafa Suleyman published 'A Warning About Model Welfare' on Sept. 16, arguing AIs are not conscious. He describes systems as internally hollow sequence completion engines that follow human-set instructions and goals, stating they do not feel, experience, or suffer and lack innate preferences or underlying motivations.
