
Finland Compresses Decades of Nuclear Integration Into Three Years
Finland joined NATO in April 2023 and is now moving simultaneously across legislative, governance, and operational tracks to integrate into the Alliance's nuclear-sharing framework. The government submitted amendments to its Nuclear Energy Act and Criminal Code in April 2024 to align with NATO deterrence requirements. Finland's Defence Minister already represents it in NATO's Nuclear Planning Group, and the country participates in the Alliance's annual nuclear exercise. Cold War members took decades to accomplish this integration; Finland is doing it in parallel.
