National would split Foodstuffs into two rival chains

National says it would break up Foodstuffs, separating Pak'nSave from New World and Four Square into rival nationwide groups. The party says no store owner would be forced to sell or rebrand, and the split would leave three chains alongside Woolworths in a bid to lower grocery prices.
