Party leaders sign Cardiff memorandum seeking independence referendums

Rhun ap Iorwerth, John Swinney, Michelle O'Neill and Mary Lou McDonald signed a memorandum in Cardiff on 14 September 2026 aimed at putting Wales, Scotland and Northern Ireland on the path to independence referendums. They met as party officials and also discussed economic, energy and international cooperation. The test is whether Westminster agrees to discuss referendum rules.
