Welsh First Minister warns Burnham not to treat Wales as English region

Wales's First Minister Rhun ap Iorwerth warned Prime Minister Andy Burnham to be serious about devolution and understand Wales is a nation "not a region in England," in a 13 September Guardian interview. Burnham assured him he would "not bypass devolution." Wales remains the only UK nation without control of policing and justice.
