Pre-2004 child sex offence convictions missing from early-release ban

Ministers pledged to bar child sex offenders from early release. But indecent assault under the 1956 Sexual Offences Act — used in pre-2004 cases including Rotherham and Rochdale — was left off the exclusion list. The BBC reported such offenders could qualify for early release, some after serving a third of their sentence.
