Ukraine charges Russian lieutenant general over strike on Skovoroda museum

Ukraine's prosecutor general has charged a Russian lieutenant general in absentia, meaning he is not present, with ordering a missile strike on the Hryhoriy Skovoroda National Literary Memorial Museum in Kharkiv region.
