Albania Sets Fines for Staying in Violent Protest Crowds, Even Without Violence

Albania's government, led by Prime Minister Edi Rama, has adopted fines of up to 500,000 leks (about €5,500, or US$6,130) for people who remain in a violent or looting protest crowd or conceal their identity there, even if they commit no violence themselves. The measures take immediate effect but need parliamentary approval within 45 days to stay in force.
