Expert witnesses urge Senate to reject major-projects bill

University of Calgary professor emerita Arlene Kwasniak and West Coast Environmental Law lawyer Anna Johnston told a Senate committee studying Bill C-39, the Building Canada Strong Act to fast-track major projects, that its one-year review deadline is unfeasible and the bill is fundamentally flawed. Kwasniak said senators should extend timelines or start over.
