Infantino proposes independent review of FIFA decision-making

FIFA president Gianni Infantino has proposed an independent external review of FIFA's governance for major decisions. In a letter to the Council and all 211 member associations, he said it would examine the roles of president, bureau, council and congress, FIFA's leadership layers, plus transparency and accountability. Suggestions before 15 October could go to council; statute changes need congress.
