Heathrow Expansion Should Depend on Airlines Funding CO2 Removal

Britain's climate advisers say a third Heathrow runway should proceed only if airlines pay to permanently remove CO2. The Climate Change Committee says expansion would breach carbon budgets — legal limits on emissions — under current policies.
