Apple will require a paid $9.99-per-month 2TB iCloud+ plan to use Apple Intelligence for Home with one camera, $29.99 for 6TB with two cameras, and $59.99 for 12TB with up to five. The prior HomeKit Secure Video entry was $1 per month for 50GB, with camera recordings exempt from the storage quota.
