
Israel OKs New Housing Plan for Rafah But Blocks Mobile Homes Until November
Israel approved building work in eastern Rafah under "Green Rafah," a UAE-funded plan for temporary shelters. Netanyahu's office says Hamas will have no role; Israel's military will oversee water, sewage, and electricity. At the same time, officials banned mobile homes from entering until November. Researcher Mohammad al-Aila says this breaks the ceasefire deal, which required shelter aid and repairs.
