Councils split on whether to merge

Councils had until 9 August to propose merging under a Government scheme called Head Start. Christchurch and Wellington backed plans to combine with neighbours. Hamilton voted 12 to three against joining, meaning the Government will now decide its borders and leadership without Hamilton having a say.
