Christchurch keeps its borders, votes against super city by one vote

Christchurch City Council voted to keep its current borders and take over the regional council's jobs, rather than merge with neighbouring towns into a super city. Mayor Phil Mauger's merger plan lost by one vote. Seven Labour-aligned councillors and two independents opposed it over costs, rates, and lack of local support.
