Gordie Howe bridge deal: U.S. gets toll money sooner than Carney said

The Gordie Howe bridge agreement lets the U.S. collect half the toll money for 15 years. Carney had said the U.S. would not get a share until Canada paid off its building costs. He admitted he was "not as clear" as he could have been. The $6.4-billion bridge needed this deal to open.
