Government Witness: Lincoln Memorial Pool Was Already Broken Before Hearn's Actions

A court filing on July 27 revealed that a government official testified the Lincoln Memorial's reflecting pool was already leaking over one million gallons of water each week and had a tear before Davey Hearn allegedly touched it. The witness could not measure any damage caused by Hearn, and said the same repairs would have been needed anyway.
