Germany's interior minister named Abdul Ballout, 21, as the suspect in the July 25 Berlin Tiergarten attack that killed one and injured 29. Police already knew about him — he had a long criminal record, had been drawn to extreme religious views, and had ties to Islamist groups. That history raises the question: why wasn't he stopped?
