Marlborough wants to see Kaikōura's finances before agreeing to council merger

Kaikōura's council has chosen Marlborough as its preferred merger partner under a government scheme called Head Start. But Marlborough councillors want to check Kaikōura's finances and assets before agreeing. A proposal is due to the government by 9 August. Manager Phillip Eyles said staff would move quickly to gather more information.
