Where is Nigel Farage really in charge at Reform?

Nigel Farage announced on 8 July he will stand for Parliament again in Clacton. The same day, his Welsh counterpart defended him against critics. Yet Farage says Welsh policies are decided by Welsh staff, not him—despite personally announcing key Welsh policies in February. The timing raises a basic question: who actually decides what Reform does?
